Building Materials & Technology Promotion Council invites application from interested professionals to join Project Monitoring, for BSUP and IHSDP Projects under JNNURM scheme for allocated cities in India.
Background:- BMTPC has been identified by GOI as a monitoring agency for implementation of Jawahar lal Nehru National Urban Renewal Mission (JNNURM) for various cities. As part of various initiatives under this scheme BMTPC is in the process of establishing Project Monitoring Cell to enhance the overall capacity for effective implementation of the scheme.
In the process, eight (8) professionals from following background are proposed to be hired on contractual basis and the posts are:-
Information Technology Officer -3 posts( all unreserved) Economist -2 posts(one unreserved and one OBC) Civil Engineer -2 posts(one unreserved and one SC) Social Development specialist -1 post(OBC)
Terms of engagement: - The engagement of the professionals will be initially for a period of two years, to be reviewed annually based on the performance, outputs and desired impacts. The remuneration for the above-mentioned post will be based on the qualification and experience in the respective field. The employment will be governed by standard contractual agreement. The persons working with Government/ Public Sector Undertaking/Autonomous Body may also apply through proper channel.
Reservations& concessions in contractual appointment of SC/ST/OBCs are governed as per govt.rules which are falling under 13 posts Roasters and posts are reserved as given above.

Information about Project Appraisal and Monitoring Cell
BMTPC has been designated as the Monitoring Agency for the projects under JNNURM by MoHUPA. The Council has been receiving large number of Projects from various States. Monitoring of these projects involves in-depth study, analysis and critical evaluation as per guidelines of JNNURM. The Council is also actively involved in conducting Training Programmes under JNNURM on the advice of the Ministry in various parts of the country.
Ministries of Housing & Urban Poverty Alleviation has selected BMTPC for undertaking Monitoring of implementation of BSUP and IHSDP projects including sanction, physical and financial progress, implementation of reforms and capacity building programmes. Monitoring Agency would analyze the monitoring output along with the quarterly report being furnished by the State Government/ Union Territory to the JNNURM Directorate. The outcome of such analyses along with the corrective measures suggested, if any would be furnished to the JNNURM directorate every month.
Monitoring Agency shall analyze the electronically generated data for monitoring and shall also undertake field visits and physical verification of implementation in a friendly manner. Actual site photographs (still photographs) may be accompanied with the monthly progress report on monitoring to be intimated to the MoHUPA.
The detailed activities to be undertaken by the Monitoring Agency are summarized below:-
Monitoring of projects in conjunction with urban reforms, capacity building programmes and Mission Outcomes under Basic Services to the Urban Poor (BSUP) and Integrated Housing & Slum Development Programme (IHSDP) comprising:
Monitoring of Appraisal & Sanction of Projects and Release of Funds, Compilation of Project Information (Financial & Physical) based on sanctions accorded by CSMC/CSC Monitoring Physical Progress of Projects State-wise/ULB-wise. The annual progress of projects – Approval, Release and Utilization of funds including submission of Utilization Certificates. Progress of key reforms.
Deliverables on part of the Monitoring Agency are:
1. Monthly review based on desk appraisal of Quarterly Progress Reports received from State Governments/UT Administrations 2. Monthly Analytical Reports and Comparative Statements on Progress made under JNNURM towards project implementation in print as well as electronic form. 3. Maintenance of software designed to capture online information with regard to physical and financial progress of projects and progress of reforms and capacity building programmes from State Governments/UT Administrations. 4. Periodic reports on visits undertaken to State Level/ UT Nodal Agencies and Urban Local Bodies/Executing Agencies.
The Monitoring Agency to participate in meetings, discussions and presentation on progress of work and above-mentioned deliverables to MoHUPA as may be required
The Monitoring work requires extensive traveling all over India for physical verification and on-site monitoring.
Terms of Engagement The engagement of the professionals will be for a period initially for two years, to be reviewed annually based on performance, outputs and desired impacts. The financial support from GOI for contractual hiring of the individual professionals will be commensurate with the qualification, experience, performance during interview & recommendation the Selection Committee, which will be final & binding.
Terms of Reference of Professionals
A. Information Technology Officer
Scope of work Managing database, Preparation of Monitoring Statements, online Monitoring and Data Analysis
The ToR shall include, but not restricted to the following:
· Coordination of data entry and file uploads into systems used by the CELL/ULB on a regular basis. · Coordinate management of electronic data pertaining to the ULB, including soft copies of letters, reports and numerical data. This may involve conversion of data and reports in hard copy to electronic form, as well as their storage in an organized filing system.
· Assisting Cell officials in operating IT systems on a daily basis; provide handholding support when required.
Qualifications and Experience (i) A Bachelors /Masters degree in one of the following streams:
· BE/BTech Computer Science/Electronics MCA/PGDCA in IT · MSc Computer Science
(ii) 7-10 years in government/semi govt/ autonomous organizations/private company of repute. Should have exposure to software development & project management, database management, MIS etc (iii) Ability to work in a team and train staff on the job to use the systems and assist in day to day issues related to IT.
The officer shall discuss progress proactively with her/his designated supervisor.
B. Economist
Scope of Work Project appraisal, Monitoring of Reforms, Data Analysis, especially related to the socio-economic aspects of slum projects.
The Economist shall play an important role in revenue potential assessment, financial analysis of revenue and expenditure, explore potential for raising debt capital for projects, assess financial viability of investment plans, preparation of financial projections and revenue mobilization plans of the ULB.
More Specifically: · Render advice on all economic matters. Coordinate with all Government and funding agencies on all financial matters
· Undertake detailed revenue potential assessments.
· Facilitate Public Private Partnership in new projects and assist in bid process management, negotiations, contract management and other financial aspects of the project
· Develop innovative approach towards capital financing
· Timely preparation of reports and reporting for project purposes.
Qualifications and Experience
(i) Post graduate in economics, however, Ph.D in Economics is preferred.
(ii) The person should have 5-10 years experience in handling economic matters of Government Agency/ Development Authority/ Public Sector/NGOs and should be conversant with accounting on an accrual basis. Experience in working of municipal environment would be an added advantage
(iii) Exposure to handling grant for project purposes is desirable
(iv) Ability to work in a team and train staff on the job to use the systems and assist in addressing day to day issues.
C. Civil Engineer
Scope of Work The ToR is not limited to the services indicated below; the council shall incorporate more activities in the related field that are relevant to the job as required from time to time. Project Monitoring and use of Latest Software for project management,Preparation and checking of cost estimates
· Assist the ULBs in formulation and implementation of Water supply, Sewerage, Drainage and Solid Waste Management projects · Support ULB officials in formulating and implementing projects and provide handholding support as required · Assist ULB in formulation and revision of building bye-laws in line with the JNNURM reforms · Ensure updation of base maps, including GIS maps for the ULB on periodic basis · Qualifications and Experience o BE/B.Tech. in Civil Engineering with Master Degree in Engineering.
o Post Graduate Diploma in management is added qualification and preferred
o Experience in usage of computers, will be preferred.
o Ability to work in a team and train staff on the job to use the systems and assist in day to day issues
o Minimum 5 years of experience in similar activities would be preferred.
D. Social Development specialist
Scope of Work Project Monitoring, Structuring and Monitoring the projects by integrating to socio-economic surveys with livelihoods and poverty alleviation issues
The Terms of Reference of the incumbent shall include, but not be restricted to the following activities:
Provide necessary inputs for enactment of the Community Participation Law to institutionalize citizen participation and introducing the concept of Area Sabha in urban areas
· Identify and address concerns related to gender and urban poor. Network with civil society and private sector. · departments such as health, education and social welfare in order to bring convergence of their schemes/ leverage their schemes with projects under UIG. · Render advice on all matters pertaining to social development, community participation, urban poverty alleviation, on demand. · Help collation of Social Impact Assessment and Environmental Impact Assessment studies for JNNURM projects, wherever required.
Qualifications and Experience
Master degree in Sociology, however, Ph.D in Social Science is preferred.
o The incumbent should be a qualified sociologist/ social worker from an Institution of repute, preferably with some hands-on training with development communication.
o The person should have at least 5 years experience in programme delivery in services, particularly to underserved sections of the society, preferably in urban areas, with adequate experience in social audit.
o Experience of having dealt with Government Agencies and familiarity with government procedures of financing, implementation etc.
o Ability to work in a team and train staff on the job and assist in day to day issues related to social concerns.
Experience in usage of computers and internet will be preferred.
