Valmiki Ambedkar Awas Yojna (VAMBAY) is a national level housing scheme of the Ministry of Urban Employment & Poverty Alleviation, Government of India for the benefit of the slum dwellers. The objective of VAMBAY is primarily to provide shelter or upgrade the existing shelter for people living below poverty line in urban slums in a march towards the goal of cities without slums and for enabling healthy urban environment. The target group under VAMBAY is all slum dwellers in urban areas who are below the poverty line including members of Economically Weaker Section (EWS) who do not possess pucca shelter.

VAMBAY is a Centrally Sponsored Scheme shared on a 50:50 basis, which envisages an annual subsidy of Rs. 1000 crores from Ministry of Urban Employment & Poverty Alleviation, Government of India, to be matched by an equal amount of long term loan from HUDCO to be availed against State Government guarantee.

The Ministry of Urban Employment & Poverty Alleviation, Government of India has sanctioned Rs. 75 Lakhs to Building Materials & Technology Promotion Council (BMTPC), an autonomous body of the Ministry, for construction of 125 VAMBAY houses as demonstration housing project using cost effective building materials and construction techniques.

In addition Karnataka Slum Clearance Board (KSCB), Government of Karnataka, has further sanctioned Rs. 76.2 Lakhs to BMTPC for construction of 127 VAMBAY houses under demonstration housing project.

The site is highly elevated and located at ½ a kilometer from NH-4 outer ring road. To expedite the decision making on design and structure of the building, soil test was conducted by a professional agency M/s Nagadi Consultants. Based on the soil report and social survey conducted among the slum dwellers the unit plan was designed. This project consists of 252 units covered in 21 blocks and each block contains 12 units (Ground + 2) 

Building Materials and Technology Promotion Council has developed many innovative technologies and cost effective building materials in last few years. BMTPC has been entrusted execution of Demonstration housing project under Valmiki Ambedkar Awas Yojna (VAMBAY) to promote its scientifically proven innovative technologies and eco friendly, cost effective building materials. During the current financial year (2004-05), through this project BMTPC has been awarded the execution of eleven more Model Demonstration Housing Projects all over the country.

SALIENT FEATURES OF THE DESIGN

  1. Compact design of the dwelling unit, with maximum utilization of space.

  2. Provision of basic amenities for each dwelling unit – one multipurpose room, a bath, a W.C. & a kitchen.

  3. Minimum wall length per unit area.

  4. Maximum sharing of common walls between different units.

  5. Provision of a semi private open space for every group of four dwelling units.

  6. Provision of streets & community spaces as the next level of community space.

  7. Provision of vehicular access to each cluster

  8. Proposed density – 244 dwelling units/hectare.

  9. Use of appropriate materials & technologies helps in reducing the cost. The expected cost saving will be about 20% when compared with conventional construction with similar specifications. In particular, the use of load bearing masonry & filler slab proves cost-effective.

PROPOSED MATERIALS & TECHNOLOGIES

  • Random Rubble Stone Masonry in Foundation & Plinth (locally available stone)

  • Load bearing masonry in solid concrete blocks. Avoiding framed structure leads to saving in steel consumption

  • In situ RCC Filler Slab for roofing

  • Precast R.C.C. Door Frames.

  • Door Shutters using Composite Materials.

To test the structural soundness of filler slab load test is being carried out as per IS456:2000. Pretest was already conducted in Block No 9 on 29th June 2004, the test was successful. The load test will be conducted to spread the awareness of Filler slab Technology.
