Constitution The Building Materials & Technology Promotion Council (BMTPC) was set up in 1990 by the then Ministry of Urban Development (now Ministry of Urban Employment & Poverty Alleviation), Government of India, as an apex level inter-ministerial institution for promotion, development and large scale dissemination of appropriate, cost-effective, eco-friendly and energy-efficient building materials and technologies. Mission To work towards a comprehensive and integrated approach for promotion and transfer of potential, cost-effective, environment-friendly, disaster resistant building materials and technologies including locally available materials from lab to land for sustainable development of housing. Vision BMTPC to be world class knowledge and demonstration hub for providing solutions to all with special focus on common man in the area of sustainable building materials, appropriate construction technologies & systems including disaster resistant construction. Objectives 1. To promote development, production, standardisation and large-scale application of cost-effective innovative building materials and construction technologies in housing and building sector. 2. To promote new waste-based building materials and components through technical support and encouraging entrepreneurs to set up production units in urban and rural regions. 3. To develop and promote methodologies and technologies for natural disaster mitigation & management and retrofitting/ reconstruction of buildings including disaster resistant design and planning practices in human settlements. 4. To provide S & T services to professionals, construction agencies and entrepreneurs in selection, evaluation, upscaling, design engineering, skill-upgradation, and marketing for technology transfer, from lab to land, in the area of building materials and construction. Thrust Areas · Improving the policy environment for sustained growth of cost-effective building materials, production and availability. · Promotion of production units of building materials/components based on industrial waste such as Flyash, Redmud, Phosphogypsum; agricultural residues such as rice husk, jute, coir etc. other wastes and by-products. · Modernisation of small scale and village level building materials production units in rural and urban areas. · Construction of Demonstration Structures to showcase appropriate technology & wider dissemination. · Formulation of standards for innovative building materials and construction technologies. · Strengthening industrial extension services for attracting more investment in building materials sector by working with national and international agencies. · Upscaling of technologies, know-how acquisition, absorption and dissemination. · Assessing vulnerability and risk in natural disaster, prone areas. · Promoting natural hazard resistant construction technologies. · Global technology search and encouraging joint ventures in building materials and construction sector. Major Services Offered The Council through its extensive networking with various R&D Institutions, Ministries/Government Departments, Universities, Financial Institutions, Public Agencies, Business Federations/Organizations and various International organizations such as UNIDO, UNCHS, ADB, World Bank etc., strives to provide multifaceted S & T services to the various stakeholders in the construction & building sector. • Support for identification and development of technologies and building materials based on agricultural and industrial wastes and promotion of proven technologies for rural and urban housing construction. • Advise entrepreneurs in technology selection, prototype development, commercial production & marketing and extend appropriate support for training and development/upgradation of process/technologies and procuring equipment, etc. • Assist in arranging technology transfer from other countries, & selection and evaluation of foreign technologies. • Undertake Techno-Economic Feasibility Studies and formulation of detailed Project Reports on innovative energy-efficient building materials/products and construction systems. • Assist in capacity building and skill development through training of village artisans, craftsmen and help in production of simple building components using local materials, skills and manpower and to coordinate with national, state and local level institutions of periodic training and orientation courses for professionals like engineers, architects, town planners, contractors and construction managers for creating confidence in use of new materials and technologies. • Evaluation, validation, certification and standardization of innovative building materials and construction technologies through Performance Appraisal Certification Scheme. • As a clearing house of technology transfer from lab to land, through production and application and as repository of information on all types of building materials including conventional and newly developed, under development in India and abroad. • Persuade Central and State Government agencies, housing development and construction agencies and organizations in private and community sectors for application of proven cost effective and energy-efficient building materials and construction technologies. • Rendering design services on adoption and application of innovative building materials and construction technologies in the housing projects and slum development programmes of Government, Public and Private agencies/bodies. • Undertake Rapid Damage Assessment Studies of the disaster affected areas and to develop and promote disaster resistant construction technologies. • Advise on vulnerability and risk assessment and on formulation of relief, reconstruction and rehabilitation programmes for disaster mitigation and assist in capacity building for disaster preparedness. • Appraisal & Monitoring agency to Government of India under Jawaharlal Nehru Urban Renewal Mission Programme. |

MAJOR SCHEMES OF THE COUNCIL Performance Appraisal Certification Scheme (PACS) Performance Appraisal Certification Scheme (PACS) is a third party operated voluntary scheme for providing Performance Appraisal Certificate (PAC) to a manufacturer/ supplier/ installer of a product which includes building materials, products, components, elements and system etc after due process of assessment. The process includes:
PAC is an authentic document relating to a product issued to PAC holders after due inspection of their manufacturing and testing facilities, testing of samples, evaluation of product in use and the related reports and approved by the technical advisory committee of PAC. Its contents provide the necessary information to the designer and user to make informed choice, which binds the holder of PAC to conditions to assure quality of the product and its performance. As a part of its activity BMTPC has helped in the development of a number of non-traditional building materials/ components and systems and machinery for their manufacture. A number of entrepreneurs have established factories, mostly in the small scale, to manufacture the products so developed. The characterization of these products is performance oriented. It is expected that the use of the products will help lower costs of construction. Many of these products use agricultural and industrial wastes. Some of them are substitutes for traditional materials, which use non renewable resources and are not therefore sustainable. These newly developed products are therefore user friendly and eco friendly. In the absence of data regarding design and use of these products, these products have not yet become popular / are not being used as widely as they should have been. National standards do not exist for some of these products or existing standards do not specifically cover the special aspects for these products. So the user does not have means of informed choice. There are many inhibitions and doubts in the minds of designers and users. Need was felt for a system which provides the necessary information to remove the inhibitions and doubts. Hence PACS was instituted as a mechanism to issue Performance Appraisal Certificate, which would give in the Certificate document the necessary information to the user and designer to assist him in making informed choice. The Government of India, Ministry of Urban Development and Poverty Alleviation has authorized BMTPC through Gazette notification No I-16011/5/99 H-II in the Gazette of India No 49 dated 4th December 1999 to operate PACS. |

AGREEMENTS AND MOUs SIGNED BY THE COUNCIL |

Centre for Environment Planning and Technology, Ahmedabad BMTPC entered into partnership with Centre for Environment Planning and Technology, Ahmedabad in the field of building materials and construction technologies under the framework of the National Network of Building Technologies. BMTPC and CEPT were motivated by common interest in the large scale promotion and development of innovative building materials and construction technologies for cost-effective housing in the State of Gujarat particularly and western region generally. Under the MoU, it is envisaged to take up multi-dimensional programmes for technology development, dissemination, training and transfer in the areas of innovative building materials, technologies and disaster resistant construction methods for housing and the building sector. The MoU also aims at encouraging entrepreneurship amongst engineers, unemployed individuals and professionals. Under this partnership, a Nodal Centre has been established in the premises of CEPT to serve as the focal point for the cooperation programme. Indian Plywood Industries, Research and Training Institute, Bangalore BMTPC and Indian Plywood Industries, Research and Training Institute, Bangalore entered into cooperation in the field of Bamboo Based Technologies. The MoU signed between the two organizations envisages taking up of nation wide projects for transfer of the bamboo technologies such as Bamboo Mat Wood, Bamboo Mat Veneer Composites, Bamboo Mat Corrugated Sheets and Bamboo Housing System. The MoU also strives for large scale promotion, manufacture and application of bamboo based technologies in order to preserve the valuable forest wealth. It also aims at providing large scale employment and creation of entrepreneurship amongst unemployed youth, especially women in the rural and urban areas. Under the cooperation, series of activities like dissemination, promotion, development, training and entrepreneurship development are proposed to be undertaken. Cane and Bamboo Technology Centre, Guwahati Cane and Bamboo Technology Centre, an organisation promoted by NEC and North Eastern States, primarily concerned with creating awareness and identifying technology for large scale, promotion and development of bamboo based technology entered into cooperation with BMTPC for promotion and sustainable development of the bamboo resources in the North Eastern region of India and as such both the organizations have decided to collaborate and work together in promoting new technologies in the bamboo sector. Under this MoU, CBTC and BMTPC have agreed to establish Bamboo Technology Mother Park with set of machines and tools from other countries or from indigenous sources and to facilitate development of new technologies in the bamboo sector. The specific thrust of the cooperation between the two organizations is to facilitate technology transfer to the entrepreneurships, industrialists, artisans and craftsmen, setting up of Bamboo Mat Production Centre, organizing of the training programmes and workshops/seminars and demonstration projects in order to popularize the technologies among the new or existing entrepreneurs. UNIDO – ICAMT and the Red Sea State in Sudan A statement of cooperation between BMTPC, UNIDO – ICAMT and the Red Sea State, Sudan was signed in the area of low cost housing and manufacturing technologies. Under the Tripartite Co-operation Programme, it is envisaged to set up Technology Demonstration-cum-Production Centre in the Red Sea State and to create public private partnership to promote private investment for manufacturing building materials through Entrepreneurship Development Programmes. The cooperation also aims at construction of demonstration housing units and to establish a mechanism to provide multi-hazard housing in Sudan and to promote collaborative R&D Programme for further technology development and standardization of new materials and creating awareness among policy-makers, entrepreneurs, professionals and end users.
